The deal was backed by a clear financial structure: the company entered into tripartite agreements with Ambience Group and Indiabulls Housing Finance, taking over the existing loan of the Indiabulls Group. That land parcel has since become M3M City of Dreams, a project positioned to change how Tier-2 Haryana cities absorb large-format township development.
The scale of the project is what sets it apart locally. M3M City of Dreams Panipat stands as a monumental 337-acre self-sustained smart city, representing a strategic shift in the regional real estate landscape, moving away from traditional standalone developments toward a holistic "Global City" model. Internally, the layout is anchored by a high-capacity 60-meter-wide Central Avenue, ensuring the sheer scale of the 136-hectare land parcel remains easily navigable. This is a materially different planning approach compared to the plotted colonies and standalone builder floors that have historically dominated Panipat's Sector 36 and 37 belt.
The product mix itself is broad enough to touch nearly every buyer segment. The project offers residential plots, low-rise apartments, terrace homes, retail shops, and office spaces, with a total of 2,100 plots planned ranging from 1,260 sq ft to 9,000 sq ft. On the commercial and lifestyle side, plans include five exclusive clubs spanning 200,000 sq. ft., 1.45 million sq. ft. of retail space, parks, cycling tracks, schools, healthcare centers, entertainment zones, cafés, temples, and salons. The original acquisition was reported at a cost that would see M3M develop plots, villas, retail space, a hospital and school, among other infrastructure facilities as part of a township investment pegged at roughly Rs 2,700 crore. Execution discipline has also been a talking point among analysts tracking the project, with M3M's ₹1,300 crore Indiabulls loan nearly repaid as of early 2025, reinforcing the developer's execution discipline. This repayment matters to buyers because township-scale projects in India have historically faced delays tied to leveraged land deals.
Regulatory progress is now visible on the ground. M3M City of Dreams Panipat is currently under construction and being developed in phases, with Phase 4 registered under RERA No. HRERA-PKL-PNP-688-2025, and an expected completion date of April 2028. Phased RERA registration is typical for large townships and allows the developer to launch and sell inventory in tranches while construction on later phases continues.
The location factor is central to why this project is influencing pricing sentiment across Panipat. Panipat sits on NH-44, one of India's busiest highways, making travel to Delhi, Chandigarh, and other cities very convenient. Combined with a cost of living much lower than Delhi-NCR and a growing base of schools, hospitals, shopping malls, and entertainment zones, the corridor is increasingly being pitched to NCR-adjacent buyers looking for value plus long-term appreciation, not just industrial-linked end users.
M3M is not the only major brand betting on Panipat's plotted-development story. Sector 40 has seen entry from other national developers, with listings showing Godrej Evora Estate as a premium under-construction plotted township located in Sector 40, Panipat, near NH-44, spread across a large gated community with modern infrastructure. This kind of parallel activity from branded developers signals that Panipat is moving past its industrial-town image and into a genuine multi-developer residential investment corridor, with M3M's City of Dreams acting as the scale-setter for the market.
For homebuyers, the practical takeaway is that Panipat is transitioning from a single-project, single-developer market into a competitive township corridor. Buyers evaluating M3M City of Dreams should track phase-wise RERA approvals, construction milestones against the April 2028 completion target, and compare plot and unit pricing against nearby plotted townships before committing capital.
