Major developers chase affordability and luxury demand beyond metro saturation.
Register InterestDevelopers acquired 3,294 acres of land across India between January 2022 and October 2023, with 44% of transactions occurring in Tier 2 and 3 cities. Panipat, Ludhiana, Nagpur, and Panchkula collectively account for 75% of the total acquired land in these cities. Leading developers like DLF, Godrej, Mapsko, Signature Global, Trident Realty, and M3M India have launched projects across these off-beat locations owing to the rising demand.
The shift toward Tier-2 cities reflects a fundamental change in India's real estate landscape. India's premium and luxury housing segment is undergoing a structural expansion, with demand steadily moving beyond traditional metropolitan markets into Tier-2 and Tier-3 cities. India's luxury housing market is projected to grow at a compounded annual growth rate (CAGR) of 35 per cent, expanding from nearly USD 17 billion in 2024 to over USD 103 billion by 2030. This acceleration positions luxury housing as one of the fastest-growing segments in India's residential real estate.
Panchkula stands out as a prime beneficiary of this trend. With increasing migration toward the Tricity region, demand for planned housing in Panchkula has surged significantly. As Chandigarh reaches saturation, Panchkula is emerging as the next logical extension for residential and commercial growth. Panchkula, part of the Tricity region alongside Chandigarh and Mohali, has seen its real estate market evolve significantly, with property prices now rivaling those in the National Capital Region. DLF has reported a 26.7% price appreciation in its Panchkula project, The Valley Gardens.
For M3M, the appeal of Tier-2 expansion lies in multiple convergent factors. With shrinking spaces in metros, off-beat locations like Panchkula, Meerut, and Sonipat have emerged as refreshing alternatives to the chaotic metropolitan lifestyle. Another reason why homebuyers are now looking for homes in off-beat destinations is the changing work-from-home phenomenon and the urge to live in quiet and quaint places, far from the chaos. These lifestyle preferences align perfectly with M3M's luxury township strategy.
Emerging cities such as Panchkula, Mohali, Raipur, and Bilaspur are witnessing heightened buyer interest due to lower congestion, improved connectivity, and greater land availability. These factors allow developers to create low-density, lifestyle-oriented projects that cater to demand for privacy, exclusivity, and resort-style living—features increasingly valued by affluent homebuyers. Many young professionals are looking for sustainable and holistic living outside metropolitan cities. Tier-2 cities like Panipat provide a conducive environment for the rise in demand for luxury housing projects.
Infrastructure catalysts further strengthen the investment case. Connectivity to the airport and the upcoming metro project will increase property demand in the region. Haryana plans 47 new sectors as Panchkula expansion with 34 residential and 13 commercial zones under land pooling, boosting real estate growth. These development initiatives create a window of opportunity for branded developers like M3M to establish early-mover advantage.
Investor interest is intensifying. There has been a noticeable rise in non-resident Indian (NRI) interest in these markets. We have also observed significant interest and investment from NRIs in the region's real estate market. Many NRIs view current conditions as a favourable opportunity to invest. Over the past three years, there has been a surge in demand for DLF's low-rise independent floors in Panchkula.
